The Qualification Requirements for Water Structures Contractors

In the master thesis are explained terms related to public contract. The greatest attention is devoted the various types of qualification assumptions. The main objective is to compare qualification requirements of public works contracts in the field of water management structures. The analysis was performed on four specific public contracts, with an analysis of the differences between them were found. Public contract, open procedure, simplified sub-limit management, qualification, qualification requirements, the sponsor, the expected value, the law on public contracts.

Next there are described the main differences between the current and previous Public Procurement Law and the method Design - Build is presented.

Abstract The subject of the thesis is "Processing of an offer to a public tender by construction company" from theoretical and practical perspective. In the theoretical part, I define terms related to selecting and processing of the offer briefly. The part describes terms such as marketing, project management methods, project planning including determination of the offer price. I look into the Public Procurement Act, which I consider to be an important control instrument in the processing of offers to public tenders by construction company.

The aim of this thesis is to analyze the required qualifications for a specific public contract. Another objective of this work is to determine how and if the sponsor offers candidates evaluated transparently and evaluation criteria, which has laid down and their weight. Following these weights of evaluation criteria is to determine how they, in their change, affect the order of candidates evaluated. Ultimately, the aim in this work to determine if the surveyed public contract implemented at the cost of the winning bid.

Opportunities for corruption in the Public Procurement Act

The thesis "Opportunities for corruption in the Public Procurement Act" deals with the identification of possible opportunities for corruption in public procurement under the current Act No. 134/2016 Coll., The Public Procurement Act and laws that dealt with public procurement after 1993. together with their amendments. The work is conceived as a case study according to Yin (Yin 1994) using the theory of networks of political actors, which is one of the most suitable for investigating cases of corruption (Potůček 2017). Furthermore, the concept of corruption is defined, including its development, and its types are known according to the academic literature. The aim of the thesis will be to find opportunities for corruption in the laws and also how these opportunities have changed over time, so the subject of the thesis is the period of public procurement from 1993 to the present (2020). The empirical part will analyze the laws and amendments for a given period of time in order to find corruption opportunities in public procurement laws. It will also be assessed whether the necessary changes have been achieved in relation to the reduction of corruption opportunities thanks to the amendment of public procurement laws. Vliv vybraných faktorů na trh veřejných zakázek ČR

This diploma thesis deals with the public procurement market in the Czech Republic. Its aim is to identify whether selected financial factors and legislative changes have an influence on course of awarded and commenced public contracts. The comparison of individual wordings of Act no. 137/2006 Coll., as subsequently amended, and regression analysis of time series became the main used methods. There was ascertained an influence of thresholds for below-threshold public contracts and an influence of legislative changes on behaviour of contracting authorities. Main financial resources of Czech Republic public contracts were also identified as important factors of influence on volume of commenced public contracts. Results of this thesis lead to the conclusion, that economic situation of state and made political decisions could be important too.
